Airey Consultants undertakes annual structural and safety inspections of playground and park assets throughout Manukau City Council (MCC) as a subcontractor to the council’s park department. This involves auditing the public playground equipment and park structures for structural safety, and compliance with safety standards. MCC has some 835 individual pieces of equipment including walkway bridges, boardwalks, viewing platforms, swing sets, slides, climbing frames, and modular play structures spread throughout some 167 parks and reserves. Each component of the park equipment has its own unique set of conformance areas which require inspection by an Engineer on a regular basis. MCC require reporting on the specific detail of each item and recommendations where compliance is not reached.
The Situation
With 835 items of various playground equipment and structures throughout the MCC area this would have been a laboriously tedious task. To produce a coherent report upon return to the office from field inspection sheets for the 835 pieces of equipment, including various summaries and conclusions, would have taken an Engineer and an administrative staff member a number of days to compile. To draw together relevant information across playgrounds to create summaries would have been a manual task which would have had high risk of human error.
Airey Consultants approached Dynamics for a computer software solution which would cut out the manual component of this arduous task, and to reduce the large manual labour content of compiling the huge reporting document. They also wanted to eliminate any potential human error element with a system that ensured no playground item or structure was missed or not checked in accordance with the strict Council guidelines.
The Solution
Dynamics designed a software solution which enables them to create a profile for each playground and park structure using a library of playground and structure items. These items are automatically allocated a relevant checklist of compliance issues which require auditing to ensure that full relevant inspection is carried out. When performing the playground inspection, the Engineer simply prints out an Inspection Form which is filled out in the field by hand, or enter the information directly into the system from his laptop or tablet. Any compliance issues are noted on site by the Engineer and are able to be referenced again in future audits. This enables the Engineer to see immediately where an issue has not be rectified since previous audits, which means the Playground Inspection report received by Council is totally comprehensive.
On completion of the playground inspections it is then literally “the press of a button” and a comprehensive report is produced, laid out in a concise and standardised format, with the summaries automatically generated where required. The document is created in Word which can then, if required, be further edited.
The Result
Airey Consultants are able to fulfil their obligations with the MCC very quickly and without error or omission. Administrative and Engineering time has been reduced from many weeks down to less than a day. The Engineer is able to complete the inspections thoroughly with a checklist provided by the system that enables a quick and valuable way of measuring improvements, or the lack of action, from audit to audit. Airey Consultants and MCC can be confident that they are receiving the best possible outcome for the safety reporting of their public park structures and playgrounds.

The huge amount of documentation required by MCC has been able to be produced easily without error or omission.
